Kevin J. Burns

Kevin J. Burns - Chief Operating Officer
Joined Buchanan in November, 2004

Mr. Burns oversees all property management operations and functions for the Buchanan portfolio comprising nearly two million square feet. He directs a staff of 20 employees implementing business plans and annual operating budgets, value enhancement programs, construction management, in-house engineer services, lease administration, real estate tax management, and operating expense control. Before joining Buchanan, Mr. Burns was a Vice President with Prentiss Properties, a national REIT. Mr. Burns has 18 years of experience in commercial property management and holds a BS Degree form Radford University.

Kathryn Devine

Kathryn Devine - Vice President, Sales and Leasing
Joined Buchanan in April, 1983


Ms. Devine directs the leasing, sales, and marketing activities for Buchanan’s development projects. Her responsibilities include broker management, lease and contract negotiations, coordination of interior improvements, architectural review, and marketing materials and programs. Ms. Devine received her B.A. from Arizona State University in 1976. She joined Buchanan Companies in 1983 and received her Real Property Administrator (RPA) certification in 1990. She is a member of Northern Virginia NAIOP and its Education Committee.

Russell S. Gestl

Russell S. Gestl - Executive Vice President
Joined Buchanan in July, 1988


Mr. Gestl oversees the due diligence, design, approval, and development of Buchanan’s commercial, industrial, and residential land and building development projects. He is responsible for contracting and management of architectural, engineering, and other design consultants. Prior to 1998, Mr. Gestl worked with Buchanan Companies, Inc. as Vice President of Construction from 1990-1998 and Construction Manager from 1988-1990. Before that, he was with Glen Construction Company as Construction Project Manager from 1983-1988 and Project Superintendent from 1979-1983. Mr. Gestl has successfully completed construction and development projects ranging in volume from $1 million to $30 million and ranging in size from 1,000 to 300,000 square feet. Mr. Gestl is a member of NVBIA, the Washington Airports Task Force, and is a founding member of the Route 606 Task Force and Route 50 Task Force. 

 

Peter Kenny - Vice President, Tenant Construction 
Joined Buchanan in February, 1990


Mr. Kenny oversees all aspects of Buchanan Properties’ tenant improvement division and manages various capital improvement projects. Previously he served as a Vice President of Engineering for Buchanan Properties and Buchanan Partners, during which time he was responsible for all aspects of engineering including 13 property engineers in over one million square feet of commercial property. He also provided technical support during the developmental phases of new projects. Mr. Kenny was educated at the Newport Higher Education College in Newport, Wales.  

 

Samuel Palmer - Vice President, Building Design and Construction
Joined Buchanan in February, 2007


Samuel Palmer has over 22 years of experience in both general contracting and commercial development, from field supervision to project management. Before joining Buchanan Partners, he served as Senior Construction manager for Carl M. Freeman Retail LLC, where he was responsible for overseeing all new construction projects at Freeman’s commercial development and redevelopment sites. Mr. Palmer holds an associate degree in construction management from the University of Maryland, and spent seven years in the U.S. Marine Corps and the U.S. Marine Corps Reserves. He is a member of the International Council of Shopping Centers and the Urban Land Institute.

Theresa Scafate

Theresa Scafate - Chief Financial Officer
Joined Buchanan in January, 2001


As CFO, Ms. Scafate is responsible for securing financing for development and managed properties. She defines and maintains a comprehensive risk management program including property management, insurance, interest rates, personal guarantees, tenants and development procedures, and real-time management reporting. Ms. Scafate earned her B.S. degree in Accountancy from California State University in Northridge, California in 2000. She has 15 years of experience including GAAP financial reporting, SEC filings, budgeting, forecasting, and financial modeling.

 

Laura L. Segal

Laura L. Segal - Vice President, Human Resources and Office Management
Joined Buchanan in February, 2001


Ms. Segal oversees all areas related to human resources including recruiting, performance management, training, employment law compliance, compensation and benefits administration, new hire orientation, employee relations, and retention for Buchanan Partners, LLC and Buchanan Properties, LLC. She also is responsible for day-to-day office operations and procedures including development and monitoring of the overhead budget, technology needs, and integration of satellite offices. Prior to joining Buchanan Partners, Ms. Segal gained 13 years office management and human resources experience working in the real estate and accounting industries.

Charles F. Turner

Charles F. Turner - Vice President, Land Design and Construction
Joined Buchanan in May, 1996


Upon joining Buchanan in 1996, Mr. Turner brought over 20 years of experience in the development industry. His background in land development design and project management included six years with a local civil engineering firm and another six with a nationally ranked home builder, during which time he was responsible for design and project management of development projects throughout the Washington metropolitan area. Today his responsibilities span the full scope of pre-development planning and processing through post-development coordination with site contractors through permits, bond release, and project completion.
